건설 일용근로자, 국민연금 기준 '사업장'으로 바뀐다

국민연금공단은 건설 일용근로자의 가입 기준을 건설 현장별 적용에서 사업장별 적용으로 개선해 7월부터 시행한다.

건설 일용근로자의 국민연금 사업장 가입기준은 2007년 4월 시행 때부터 건설업의 특성을 고려해 건설 현장별로 적용하도록 했으며, 현장별 월 8일 이상 근로하거나 월 소득 220만원 이상인 경우에만 사업장가입자가 됐다. 때문에 동일 사업장에 고용되어 월 8일 이상 근로했음에도 건설 현장별로 월 8일(또는 월 소득 220만원) 미만 근로한 경우 사업장 가입대상에서 제외됐다.

이번에 개선으로 7월부터는 건설 일용근로자가 건설공사 현장별 월 8일 미만 근로해도 사업장 기준으로 합산 월 8일(또는 합산 소득 220만원) 이상 근로하는 경우 사업장가입자가 된다. 사업장가입자가 되는 건설일용근로자는 연금보험료의 절반을 사용자가 부담함으로써 보험료 부담이 완화되고, 연금 수급권 확보가 강화될 것으로 기대된다.

또 사업장의 신고 어려움을 해소하고 업무 편의성을 높이고자 1개월 판단 기준을 근로시작일이 속한 달도 해당 월 말일 기준으로 사업장 가입 여부를 판단하게 된다.

그동안 일용근로자를 고용하는 다수 사업장에서 일용근로자의 사업장 가입을 위한 1개월 판단기준이 어렵다고 제기한 의견을 반영한 조치로 사업장의 업무 편의성이 높아질 것으로 기대된다.

김태현 국민연금공단 이사장은 “이번 제도개선을 통해 노후준비가 취약한 건설 일용근로자의 노후소득 보장이 한층 강화될 것으로 기대된다”라며,“앞으로도 지속적인 제도개선을 추진해 보다 많은 국민이 국민연금 혜택을 누릴 수 있도록 노력하겠다”라고 밝혔다.
