日, 의약 혁신 촉진‧공급망 안정 추진

이시바 시게루 일본 총리가 의약 혁신 촉진 및 공급망 안정을 추진한다.

이시바 시게루 총리를 의장으로 한 경제재정정책위원회(CEFP)는 지난 6일 일본 경제의 재정 운영·개혁에 관한 기본 정책 초안을 발표했다. 해당 정책은 지난 2001년에 시작돼 매년 6월 내각에서 승인되는 것으로 일본의 재정 운영·개혁에 관한 주요 정책 과제를 정하고 예산을 편성하는 기본 골격 역할을 한다.

내년도 예산 편성 방안 가운데 중장기적 지속 가능한 경제사회 실현의 대책으로 ‘의약 분야 혁신 촉진 및 의약품 공급망 안정화’ 등의 조치가 포함됐다. 일본은 의약 분야 혁신을 강화하고 일본의 안정적인 의약품 공급을 보장하려는 조치로 포괄적인 단계를 제시함과 동시에 비용 효과 평가(CEA) 제도를 확대할 예정이다.

이를 위해 ▲임상시험 연구 시설 구축 ▲의료 스타트업 지원 강화 ▲개정 의약품 및 의료기기법(PMD)에 포함된 ‘혁신의약품 상업화 지원 기금’의 범위 확대 등도 포함됐다. 

또 의약품 가격 정책 구현 및 규제 검토‧상담 시스템 강화, 바이오의약품 등 의약품 제조 인프라 및 인력 개발 강화 등의 내용도 포함됐다.

이번 재정 운영·개혁안은 여당 및 전문가 논의를 거쳐 13일 내각부의 승인을 앞두고 있다. 오는 26일 경제재정정책위원회에서 최종 확정, 발표될 예정이다.
