"제약사 불법 리베이트, 건보 재정과 국민 건강 위협"

국민건강보험공단 노동조합(이하 노조)이 제약사의 불법 리베이트에 대한 사정당국의 철저한 수사를 촉구했다.

노조는 2일 성명을 통해 “D제약 영업 직원들이 전국 380여 병원을 방문하며 학술행사 지원을 빌미로 신약 처방을 유도하고 자사 제품 처방 확대를 위해 수억 원을 제공한 정황이 공개됐다”라며 “제약사가 금전적 이익만을 우선시하며 보건의료의 공정성과 신뢰를 심각하게 훼손한 행위에 대해 깊은 우려를 표한다”라고 밝혔다.

이어 “불법 리베이트는 건강보험 재정 누수를 초래한다”라고 목소리를 높였다. 노조는 “리베이트를 목적으로 불필요한 의약품을 과도하게 처방하면 약가 원가에 반영되어 건강보험 재정에 불필요한 부담을 지우게 된다”라며 “이는 곧 건강보험료 부담의 주체인 국민과 기업의 부담으로 이어질 수밖에 없다”라고 우려했다.

또 “리베이트가 반영된 약제는 가격 경쟁력을 상실한다”라며 “이는 환자의 본인부담금 증가와 전체 의료비 인플레이션으로 귀결된다”라고 경고했다.

이와 함께 “의사가 환자의 상태보다 리베이트를 많이 제공한 제약사의 약을 우선하여 처방할 가능성이 있다”라며 “이에 따라 효능이 낮거나 필요 없는 약물이 투여될 가능성이 높아지며, 환자는 불필요한 부작용이나 약물 중복에 노출될 수밖에 없다”라고 밝혔다.

그러면서 “리베이트를 수수한 의료인이 특정 의약품을 우선시할 경우, 의학적 판단이 아닌 금전적 이해가 환자의 치료를 결정하게 된다”라며 “의료윤리와 국민의 신뢰를 정면으로 위반하는 것”이라고 지적했다.
