경계선지능인 자립 위한 국가 지원 왜 없습니까

경계선지능인의 자립 지원을 위한 법안이 국회에 제출됐다.

홍기원 더불어민주당 의원은 7일 경계선지능인의 생애주기별 평생교육 시행의 법적 기반을 마련하고 이를 지원하기 위한 ‘경계선지능인 평생교육지원법’ 제정안을 대표발의했다.

경계선지능인은 지능지수(IQ) 71~84에 해당하는 이들로, 인지·정서·사회적응 능력이 상대적으로 낮다. 전체 인구의 약 14%가 경계선지능에 해당하는 것으로 추정된다. 하지만 현행법상 지적장애 기준에 부합하지 않아 제도적 사각지대에 놓여 있다.

때문에 이들은 학업‧취업‧사회생활에 여러 어려움을 겪지만, 아직 관련 통계조차 없는 상황. 보건복지부는 작년에서야 첫 실태조사에 착수한 상황이다. 무엇보다 경계선지능에 대한 사회적 인식이 부족해 교육과정에서 제대로 된 지원을 받지 못하거나 성인이 된 이후에야 진단을 받는 사례도 적지 않다.

제정안의 목표는 경계선지능인이 학업과 취업 등 사회 적응 과정에서 겪을 수 있는 어려움을 생애주기에 맞춘 평생교육을 통해 해소할 수 있도록 하는 동시에 지속 가능한 지원 체계를 구축하자는 것이다.

이를 위해 제정안은 교육부장관이 5년마다 평생교육 지원에 관한 기본계획을 수립하고 실효성 있는 정책 수립을 위한 실태조사를 의무적으로 실시토록 했다. 

또 중앙경계선지능인평생교육지원센터를 설치, ▲경계선지능인 평생교육을 위한 연구 및 교육 프로그램개발 ▲평생교육 종사자 대상 경계선지능인 이해 제고를 위한 교육‧연수 ▲가족 및 관련 서비스 종사자에 대한 지침 마련 등 평생교육 시행을 위한 제반 사항을 지원토록 했다.

이와 함께 각 시·도에 지역지원센터를 설치할 수 있도록 해 ▲평생교육 관련 정보 제공 및 상담 ▲개인별 평생교육 지원 계획 수립 ▲직업 훈련지원 ▲조기 발견과 인식 개선을 위한 홍보 ▲당사자 및 자조모임 지원 등의 내용도 포함했다.

아울러 평생교육진흥원과 평생학습센터, 학교‧의료기관‧보건소 등과의 연계 및 협력 체계 구축도 제정안에 명시했다.

홍 의원은 “경계선 지능인은 체계적인 교육이 뒷받침되면 실생활에서 겪는 어려움을 상당 부분 해소할 수 있지만, 제도적 사각지대로 인해 당사자와 가족 모두 어려움을 겪어 왔다”라며 “평생학습을 통한 지속적인 지원으로 경계선지능인이 자립할 수 있는 사회적 환경이 마련되면 당사자뿐 아니라 우리 사회에 큰 도움이 될 것”이라고 밝혔다.
