"모든 공직자가 자살예방 노력하자”

정부가 자살 예방을 위해 중앙 행정부처와 지역자치단체 공직자들의 협력을 강조했다.

이형훈 보건복지부 제2차관은 9일 오후 시도 부단체장에 자살률 현황 및 대책을 공유하고, 자살 예방에 협력할 것을 당부했다.

지난해 국내 자살 사망자는 1만4천439명, 자살률은 인구 십만 명당 28.3명으로 잠정 집계됐다. 지난 2003년부터 우리나라는 OECD 국가 가운데 자살사망자 수 1위라는 오명을 벗어나지 못하고 있다.

자살은 복합적 위기가 중첩될 때 발생 위험이 커진다. 위기 요소에 대한 선제적 예방과 위기에 처한 이들을 신속히 찾아 지원하는 것이 핵심이다. 지역사회에서 고위험군 발굴 및 신속한 위기 개입을 위한 지자체 역할과 이를 뒷받침하는 중앙정부 차원이 지원이 요구된다.

복지부는 2025년 제2차 추가경정예산에 자살예방 사업 지원을 위한 시급한 예산 약 25억5천만 원을 추가 편성한 바 있다. 해당 예산 편성은 ▲응급실 내원 자살지도자 치료비 지원 확대 5억1천만 원 ▲지역 맞춤형 자살예방 사업 지원 4억 원 ▲자살 유발 정보 모니터링 인력 확충 및 인식 개선 캠페인 확대 12억1천만 원 ▲고립‧은둔 청년 일대일 온라인 상담 서비스 신규 도입 4억3천만 원 등이다.

지역맞춤형 자살예방사업 예산은 주민 스스로 주변의 자살 위험에 처한 이들을 발굴, 신속한 자살예방센터를 연계할 수 있도록 하는 ‘생명지킴이 활동’ 활성화에 사용될 예정이다. 이 차관은 추경 예산이 신속히 집행될 수 있도록 만전을 기해줄 것을 지자체에 요청했다.

복지부는 앞으로 지역별 자살 현황을 분기별로 모니터링하고 및 점검 회의 등을 통해 관리를 더 강화해 나갈 방침이다. 아울러 현재 시행 중인 자살 급증 지역에 대한 ‘현장 컨설팅’의 경우 현재 보다 확대, 지역이 더 효과적인 자살예방 대책을 수립할 수 있도록 지원할 예정이다.

이 차관은 “모든 공직자가 국민 개개인의 위기를 극복시키겠다는 다짐으로 협력해야 더 많은 생명을 살리고 안전한 사회를 만들 수 있을 것”이라며 “자살 예방을 위한 재정‧제도 지원을 강화하고 필요 정책 개선도 경청해 최대한 반영할 것”이라고 밝혔다.
