중증장애인생산품 우선구매 기관 1855개소 대상 제도 운영 실태조사

보건복지부는 중증장애인생산품 우선구매 제도의 추진현황 전반을 파악하고자, 2025년 7월부터 12월까지 공공기관 등 관련 기관 총 1천855개소(공공기관 1024개소, 중증장애인생산품 생산시설 814개소 및 장애인생산품 판매시설 17개소)를 대상으로 ‘중증장애인생산품 우선구매 실태조사’(이하 실태조사)를 실시한다.

중증장애인생산품 우선구매 특별법에 따라 3년 주기로 실시하는 이번 실태조사는 올해로 세 번째 조사이며, 조사 결과는 중증장애인생산품 우선구매 활성화를 위한 제도개선과 정책개발의 기초자료로 활용할 예정이다.

이번 실태조사는 중증장애인생산품 우선구매 제도 운영현황을 종합적으로 조사하기 위한 것으로, 2025년 중증장애인생산품 법정 의무구매 비율이 1.1%로 상향됨에 따른 현장 의견 수렴을 위한 문항을 추가하고, 생산품목 다양화 및 상품 사후관리 현황을 파악하기 위한 문항도 추가했다.

실태조사에 대한 이해도와 응답률을 높이기 위해 지난 24일 1차 교육을 시작으로 중증장애인생산품 생산시설 대상 권역별 교육도 총 3회 실시한다.

보건복지부 김민정 장애인자립기반과장은 “이번 실태조사는 중증장애인생산품 법정 의무구매 비율 상향 이후 처음 실시하는 것으로, 조사 결과가 우선구매 제도 활성화와 장애인 고용 확대의 기초자료로 활용될 수 있도록 각 기관에서는 적극적으로 참여해 주시기 바란다”라고 당부했다.
