내년 4인가구 중위소득 6.51% 인상 649만4738원 결정

정부가 2026년도 기준 중위소득을 4인 가구 기준 올해 609만7천773원 대비 6.51% 인상된 649만4천738원으로 결정했다.

기초생활보장 수급 가구의 74%(생계급여 수급 가구의 80%)를 차지하는 1인 가구의 중위소득은 올해 239만2천13원 대비 7.20% 인상된 256만4천238원으로 정해졌다. 보건복지부는 31일 오후 제77차 중앙생활보장위원회를 열고, 이 같이 의결했다.

기준 중위소득은 보건복지부 장관이 급여기준 등에 활용코자 중앙생활보장위원회의 심의·의결을 거쳐 고시하는 국민 가구소득의 중간값이다. 중위소득은 14개 부처 80개 복지 사업의 선정 기준으로 활용된다.

또 2026년도 급여별 선정 기준 및 최저 보장 수준도 확정됐다.

급여별 선정 기준은 기준 중위소득 대비 일정 비율을 적용해 결정된다. 2026년 급여별 선정 기준은 각각 기준 중위소득의 ▲생계 32% ▲의료 40% ▲주거 48% ▲교육 50% 등으로 올해와 동일하게 결정됐다.

1인 가구 기준으로 급여별 선정 기준은 ▲생계급여 82만556원 ▲의료급여 102만5천695원 ▲주거급여 123만834원 ▲교육급여 128만2천119원 이하다.

생계급여는 선정 기준이 최저 보장 수준이며 1인 가구 기준 올해 76만5천444원에서 2026년 82만556원(7.20%)으로, 4인 가구 기준 올해 195만1천287원에서 2026년 207만8천316원(6.51%)으로 인상했다.

가구별 실제 지원되는 생계 급여액은 가구원 수별 선정기준액에서 해당 가구의 소득인정액을 차감한 금액이다.

의료급여는 기존과 같이 급여 대상 항목 의료비 중 수급자 본인 부담 금액을 제외한 전액이 지원된다. 2026년 본인부담 기준은 현행 의료급여 법령상 본인부담 기준이 그대로 유지된다. 

주거급여는 임차 가구에 대한 임차급여 지급 상한액인 임차 가구 기준 임대료를 올해 대비 급지·가구별 1.7만 원~3.9만 원 인상한다.

2025년도 및 2026년도 급여별 선정기준(단위: 원/월, 표:보건복지부)

교육급여는 2025년 교육활동 지원비를 연간 ▲초등학교 50만2천원 ▲중학교 69만9천원 ▲고등학교 86만원 등 올해 대비 평균 6% 수준 인상된다. 무상교육 제외 고등학교에 재학 시 입학금 및 수업료, 교과서비는 실비로 지원된다.

정은경 복지부 장관은 “위원회에서는 내년도 기준 중위소득을 인상하고, 급여별로 의미 있는 제도 개선과 급여 수준 향상을 적극 추진키로 했다”라며 “앞으로도 빈곤층의 삶을 보듬고, 국민 모두가 어떠한 상황에 처하더라도 안심하고 행복한 삶을 누릴 수 있도록 빈틈없이 촘촘히 살피어 나갈 것”이라고 밝혔다.
